Section 1: Salary and Fringe Benefits
Salary, religious education certification stipend and fringe benefits, except Article X, Leaves, are a local issue.  As such, they should be negotiated at the parish/school level, between the administration of the parish and the Confederation, unless otherwise mutually agreed upon.

Section 2: Attachment to Contract
The salary and fringe benefits, which are agreed to by both parties, are attached to this contract and become a part thereof subject to the terms of this contract and the duration stated on the salary and fringe benefit package as determined at the local level and appear in Appendix A.
