Section 1: Salary and Working Conditions
Negotiations for Article XIX, Salary and Fringe Benefits, for the subsequent year's contract shall commence by February 1 of the last year of the contract unless mutually agreed upon.

Section 2: Local Procedure
Local negotiations will not commence until a procedure has been agreed upon by a committee consisting of representatives from the Confederation and parishes.
