SECTION A
Department chairpersons may observe the performance of teachers within
their departments, but they will not perform official teacher observations
or prepare summative evaluations as defined in this Article.
SECTION B
Every non-tenured teacher shall be observed at least once each semester,
and every tenured teacher shall be observed once a year. Both non-tenured
and tenured teachers shall have a surnmative evaluation annually which
will include the formal classroom observation combined with the overall
performance of the faculty member throughout the year. Both classroom observations
and summative evaluations shall be committed to writing. Teachers will
be provided a copy of the written formal classroom observations within
ten (10) days of the classroom visit. Each teacher will also have
the right to make a written response to both the formal classroom observation
and the summative evaluation, which will become part of the file. The teacher's
response must be submitted within ten (10) days of receipt of either the
formal classroom observation or the summative evaluation.
SECTION C
In the event that a teacher receives an unsatisfactory formal classroom
evaluation, and the principal chooses to have subsequent formal classroom
evaluations performed, those subsequent formal classroom evaluations will
be performed by another member of the administration, so that in no case
will the subsequent evaluations be performed by the- same administrator
who performed the initial evaluation.
SECTION D
In the case of a tenured teacher who received an unsatisfactory formal
classroom evaluation, the subsequent two (2) formal classroom evaluations
that must be performed to rescind tenure shall be performed by two (2)
different administrators who did not perform the initial evaluation. At
least one of these administrators must be from outside the high school
in which the tenured teacher is employed.
SECTION E
Teachers shall be notified at least one day in advance of any formal
classroom observation and will be required to have both a pre-conference
meeting prior to the observation, and a postconference meeting to discuss
the written observation.
SECTION F
The teacher evaluation instnments, (Pre-Conference, Observation Form,
and Summative Evaluation) shall be those developed and adopted by the Association
and the Diocese in 1991.
SECTION G
Teachers shall not be expected to admit visitors, student observers
or other non-supervisory persons to their classrooms without prior notification.
