Altoona-Johnstown Catholic School Teachers Association
Current Contract - Article 4 - Association Rights and Responsibilities

SECTION A
It is mutually agreed that there shall be no coercion or intimidation or discrimination by the Employer or the Association, or by any of the representatives of either, because of race, color, sex, age, national origin, political belief, marital status, membership or non-membership in the Association.

SECTION B
All teachers have the right to join or not to join the Association. All teachers share in the Agreement benefits and the Association representation. Those teachers who are members discharge their obligation through membership dues.  Those teachers not wishing to belong to the Association shall, instead, have a like amount of the monthly dues fee deducted from their salaries.  This money shall be placed in a scholarship ftind to be administered by a committee and used equally by each of the three high schools to provide high school tuition scholarships for students.  This committee shall be comprised of one representative of the Association, one representative of the Diocese, and one representative from each school's faculty. Each faculty will elect its representative in October of each year. Said committee shall establish guidelines for administering these scholarships.

SECTION C
Dues and fees shall be deducted on the first pay period of each month in twelve (12) equal installments. Dues shall be remitted to the Association by check with an itemized statement by the 15th of each month. Fees shall be remitted to the Scholarship Committee by check with an itemized statement by the 15th of each month.

SECTION D
All dues shall be irrevocable for the term of this Agreement. A teacher may resign from the Association during a period of fifteen (15) days prior to the expiration of this Agreement by notifying both the Employer and the Association by certified mail of the desire to terminate membership.

SECTION E
The authorized representative of the Association shall be permitted to place material which deals with the Association or other school matters in teachers' mailboxes or on a bulletin board in the faculty room.

SECTION F
After prior scheduling with the principal, an authorized representative of the Association shall be allowed to schedule meetings in the school before or after school hours. In the event that additional costs are incurred as a result of the meeting held under this section, the Association shall reimburse the school for additional costs.

SECTION G
It is anticipated that all conferences and meetings between the Association and the Employer or their designees concerning the application of this Agreement shall take place during non-working hours. If any conference or meeting is scheduled by mutual agreement during working hours, no teacher attending such conference or meeting shall suffer any penalty.

SECTION H
A meeting may be called from time to time at the request of either thiDirector of Education, the Principal of a school, or the Association representative to discuss implementation of the Agreement or other matters of mutual concern. The meeting time shall be convenient for all parties concerned.

SECTION I
Arrangements having been made with the Principal, time shall be allotted during the in-service days prior to the opening of school, or at a faculty meeting within fifteen (15) days after school commences, for an Association representative to meet with all teachers to discuss Agreement rights and responsibilities. Teachers shall be provided with copies of the Agreement prior to this meeting.

SECTION J
Each school, upon proper notice of not less than one (1) day to the Principal, shall permit a designated staff member of the Association or an authorized representative to visit the school to investigate teacher complaints or problems relating to the terms and conditions of this Agreement. Such investigations shall be done outside of normal working hours, except by mutual agreement.

SECTION K
The Association's President or designee shall be granted up to six (6) additional personal days per year to conduct legitimate Association business provided that the Association pays for a substitute, if a substitute is hired.
